"The letters held up in H.K. you have of course had forwarded wider (the name of) the Firm Richter. I have protested through the American Consul etc etc."

Censor's letter 4703 is a folio of press copies (unsined) from

Reuter Brockelmann (or Richter) Canton addressed to Reuter Brockelmann Tientsin. It contains copies of the letters from which Hon. Attorney General quotes in his note 5 in 0.8.0. 28 in 3590/15.
